Introduction
As a former student in the public education system in Texas, I witnessed firsthand the transition from the Texas Assessment of Knowledge and Skills (TAKS) to the State of Texas Assessments of Academic Readiness (STAAR). Also, I took the End-of-Course (EOC) exams during my school years. Like many students in public education, I often questioned the need for these tests and the stress they brought each year. However, with time and a broader perspective, I understand the reasons behind these assessments. They serve to improve instructional methods and play a crucial role in resource allocation, such as budgets, within the education system. Texas has seen significant shifts in education policy and assessment over the past decade, particularly with the implementation of the Every Student Succeeds Act (ESSA), formerly No Child Left Behind. The transition from TAKS to STAAR testing and the ongoing need for effective data analysis by the Texas Education Agency (TEA) and schools have shaped the education landscape in Texas. These changes have posed challenges and opportunities for educators, administrators, and policymakers. Understanding these components informs classroom practices and underscores the importance of adaptability and informed decision-making in promoting student success.
ESSA and Its Impact
ESSA, the Every Student Succeeds Act, is a federal law enacted in 2015 to replace the No Child Left Behind Act. It governs K-12 public education policy in the United States, emphasizing accountability, state assessments, support for struggling schools, and teacher quality. This federal law ensures that all students receive a quality education. It emphasizes more flexibility for states in designing their accountability systems while focusing on improving student outcomes. As the TEA website states under the Every Student Succeeds Act tab, “ESSA requires every state to measure performance in reading, math, and science. Every school must inform parents about their standards and results" (n.d.). In Texas, ESSA mandates accountability for academic performance and emphasizes equitable access to education. As stated in ESSA in Texas, "ESSA provides a unique opportunity for the Texas Education Agency (TEA) to chart a path for shifting critical decisions related to accountability, school improvement, teacher quality, and funding back to the state and local level “(n.d.). Understanding the ESSA is crucial for educators and administrators as it directly influences how schools are evaluated and supported. Analyzing its implications reveals that educators need to align instructional practices with state and federal standards, ensuring comprehensive student development and success. This legislation emphasizes an approach to assessing school performance beyond just test scores, encouraging a broader view of student success. As a future educator, I need to understand the ESSA law because this Act shapes the policies that direct how schools are assessed and funded, ultimately impacting classroom practices and student outcomes. I want to learn more about specific components of ESSA, such as school improvement plans and resource allocation, that are implemented at the local level in Texas.
Transition from TAKS to STAAR
Transitioning from the Texas Assessment of Knowledge and Skills (TAKS) to the State of Texas Assessments of Academic Readiness (STAAR) has significantly shifted educational testing. According to the Bridge study for AYP, STAAR replaced the Texas Assessment of Knowledge and Skills program [TAKS, TAKS(Accommodated), TAKS–Modified (TAKS–M), TAKS–Alternate (TAKS–Alt), and TAKS Linguistically Accommodated Testing (LAT)] beginning in spring of 2012. (n.d.) STAAR seeks to provide a more rigorous assessment of students' academic progress, aligning with state curriculum standards. STAAR assessments emphasize college and career readiness, requiring educators to adapt instructional practices to effectively meet these new assessment demands. As the Bridge Study for AYP stated, "The STAAR program at grades 3–8 will assess the same grades and subjects as those assessed on TAKS. Similarly to TAKS, STAAR will assess the Texas Essential Knowledge and Skills (TEKS) curriculum standards" (n.d.). This change phased in gradually across grade levels, introducing new performance standards and categories like "Did Not Meet Grade Level" to "Masters Grade Level." While challenging, STAAR was designed to provide a more accurate measure of student learning and to better prepare students for college and career readiness by ensuring alignment between curriculum expectations and assessment outcomes. Understanding this transition informs educators about evolving assessment methodologies and benchmarks, guiding curriculum alignment and instructional delivery. This change has required educators to adapt their teaching strategies to ensure students are prepared for the more challenging content and format of STAAR tests. As a teacher, understanding the STAAR will help me adapt my instructional methods to better prepare students for current testing standards and expectations. I am interested in learning more about effective strategies and resources to help students succeed on STAAR assessments, particularly in subjects where performance tends to be more challenging. I will look for the Texas Education Agency’s training materials and sample test questions to help educators familiarize themselves with STAAR testing requirements.

Accommodations for Students and the Impact of Online Learning
Accommodations for diverse student needs are crucial in fostering inclusive educational environments in Texas schools. As stated on the Accommodation Resources tab (2024), “The Texas Education Agency (TEA) defines accommodations as changes to materials or procedures that enable students to participate meaningfully in learning and testing. Accommodation policies may apply to any student taking the State of Texas Assessments of Academic Readiness (STAAR®) or the Texas English Language Proficiency Assessment System (TELPAS) depending on his or her needs and whether the student meets the eligibility criteria, as applicable.” These accommodations encompass a range of supports, such as extended time during assessments, the integration of assistive technologies, and the availability of alternative test formats. By providing these accommodations, educators ensure that all students have equitable opportunities to demonstrate their knowledge and skills. Moreover, integrating online learning has significantly broadened educational access and flexibility. This shift allows schools to offer personalized learning experiences tailored to individual student's unique needs and preferences. Educators benefit from familiarizing themselves with various accommodation strategies that cater to students with diverse learning styles and needs. This understanding promotes equity and enhances overall accessibility within educational settings. Effective practices for implementing accommodations in online learning environments are essential nowadays. Such practices not only support student engagement but also contribute to improved academic achievement across diverse student populations. I am interested in exploring best practices for implementing accommodations in online learning settings to boost student participation and achievement. Data Analysis and Instructional Design
Utilizing testing data to inform evidence-based instructional practices promotes targeted interventions and personalized learning experiences. Ed Matthews (2022) states, “Testing data is good at revealing a ton of information about what students can do, but it also can reveal some things about teaching practices themselves. For example, testing data can reveal holes in learning or lesson planning." A better understanding of data analysis techniques and tools will facilitate effective interpretation and utilization of testing data in educational settings is essential. TEA is critical in collecting and analyzing testing data to inform educational practices and policy decisions. Effective testing data analysis allows schools to identify strengths, areas for improvement, and achievement gaps among student populations. Practical data analysis by TEA and schools is essential for identifying trends, strengths, and areas needing improvement within the education system. Using and analyzing testing data, educators can develop targeted instructional strategies to enhance learning opportunities for all students. This approach allows schools to implement evidence-based practices that support student achievement and growth. Learning to analyze testing data effectively is critical for me as an educator to personalize instruction and provide meaningful learning experiences that address the diverse needs of my students. I am interested in exploring advanced data analysis techniques and tools that can further improve my classroom's instructional design and intervention strategies.
